ABOUT US


We support America's police foundations so they can do what they do, even better.

Police Foundation Partners (PFP) is a national network of police foundations (nonprofit organizations) and a program that offers  best practices, resources and support to local police foundations so they can grow and fulfill their highest potential.  Best of all, PFP provides a community of peers for those who run and operate police foundations so they can learn from each other. Our members provide peer-to-peer support and form a unique community for each other.

​PFP is an initiative of Engage Public Safety, a civic engagement nonprofit organization with a mission to engage the public in public safety. The team at Engage Public Safety believe that local police foundations have tremendous potential to serve as effective bridges between cops and communities and have significant impact in their cities. We are proud to convene resources to build a sense of community for America's police foundations and provide best practices and support to accelerate their impact in creating safer communities.

Florence Chung is the Chief Engagement Officer of Hetty Group and the Founder of Engage Public Safety.  Florence spent 20 years working at the intersection of law enforcement and the community and holds specialty expertise with police foundations, having launched 4 new police foundations from the ground up and advised many others. She served on the board of directors of the New York City Police Foundation and the Los Angeles Police Foundation and is a member of IACP (International Association of Chiefs of Police).
​Amanda Wroten is the Community Manager for Police Foundation Partners.  Amanda is also the current Executive Director of the Newport News Police Foundation in Virginia. Amanda offers extensive experience in nonprofit organizations, communications and fundraising (including many years in leadership with the Boy Scouts of America), along with a strong passion for supporting law enforcement. Amanda serves as a  board member of the Police Foundation section of IACP (International Association of Chiefs of Police).

NOTE: Florence and Amanda work with a network of subject matter experts, nonprofit professionals and police foundation leaders across the country to offer Police Foundation Partners program participants a range of knowledge and expertise.

Patrick Burke

Patrick Burke is the Executive Director of the Washington D.C. Police Foundation.  He assumed this role after serving as U.S. Marshal for the District of Columbia, a position he was appointed to by President Obama after serving as the former Assistant Chief of the Metropolitan Police Department of D.C.  Patrick also chairs the International Police Chiefs Association (IACP) Police Foundation Section, providing leadership and guidance for continuous development of police foundations across the country and beyond. Patrick’s experience both as a law enforcement executive and a police foundation leader offers the Police Foundation Partners audience great subject matter expertise.

Michelle Bagwell

Michelle Bagwell is the President and Executive Director of the St. Louis Police Foundation and has helped the Foundation raise over $25 million since 2008. For the past 12 years, Michelle has led the foundation’s strategic, financial, operating, program and administrative activities.  Prior to joining the Police Foundation, Michelle spent her career in corporate America, in marketing and events, public relations and communications. Michelle is a lifelong St. Louis resident whose father was a St. Louis Police Officer. Michelle is on the Board of the National Police Foundations Network and is a member of the International Association of Chiefs of Police (IACP) Police Foundation Section.  Michelle’s active participation in training and technical assistance efforts with other police foundations offers incredible value to the Police Foundation Partners audience.

Keith Kauffman

Keith Kauffman serves as Police Chief of the Redondo Beach Police Department in Southern California, with 95 sworn officers and a total of 154 personnel.  Chief Kauffman is a 2-time Medal of Valor winner and was part of the team from Hawthorne Police Department that started “Coffee with a Cop”, arguably the most widely used and effective community policing program in the United States. Chief Kauffman’s vision to have his department become the most innovative police department in the country led him to work with community leaders to launch the Redondo Beach Police Foundation in 2016. ​

Brad Brekke

Brad Brekke is a nationally recognized corporate security executive and leader. Brad’s diverse career includes serving as Vice President of Asset Protection/Corporate Security for Target Corporation, where he launched “Target & BLUE”, an innovative law enforcement relations and public/private partnership framework that received multiple accolades from The Washington Post, Forbes, The Wall Street Journal, CNN, The New Yorker and others. Brad then was appointed to launch the Office of Private Sector within the FBI in Washington D.C., where he served as its Director, to strategically develop the FBI’s partnership and engagement with the American business community. Brad served as a board member of the IACP Foundation, the National Law Enforcement Officers Memorial Fund and Overseas Security Council (OSAC), and many others. Brad’s leadership experience across the private sector, law enforcement, and in law enforcement related foundations brings unique perspective to the Police Foundation Partners audience.

Sara Napoli

Sara Napoli has served as President and CEO of the San Diego Police Foundation for 9 years. Prior to this role, she held executive positions in the business, nonprofit, media and education sectors, including serving as Executive Director of the International Technical Institute, Senior Vice President of the San Diego Foundation, President of ASTONE and principal of TellWell. Sara’s broad background prepared her for the task of bringing public and private resources together to promote the cause of public safety. Her expertise in nonprofit marketing and communications is an invaluable addition to the Police Foundation Partners network.
